MD sales tax - need a simple setup

Am trying to setup a "tax code" (old 11i term) for use in Oracle 12.1.2 Payables for the purpose of validating the correct amount of Maryland Sales tax was charged by the supplier (manual tax line entry).

Have configured:

1. Set eBTax profile Options
2. Used seeded US Regime
3. Created MDSALESTAX Tax
4. Created STANDARD Tax Status
5. Created MD-SALES TAX Rate with Liability Account
6. Set Application Tax Options for Payables
7. Set Tax Tolerance in Payables Options

I must be missing something in setups, because my test transaction is getting "The system cannot generate distributions because tax calculation failed."  At a high-level, am I missing a key setup?  I am trying to create a very simple tax setup, so please let me know if there is something obvious that I am missing.
