Order Level Pricing at Invoicing

 I need to set up a pricing modifier at the header level for freight charges that will apply only at the time of invoice interface.

Any ideas on how to acomplish this?

At current, it is applying when the order is saved and then the value is wrong because there may be items cancelled from the order before invoicing.
