Grid Control Not alerting on db shutdown

 We have a new Grid Control 11.1.0.1 installed on 32bti Windows Server monitoring a number of Oracle 11g databases running on 64 bit Windows 2008 computers. I have never used EM or Grid before trusting my own scripts to notify me when something has gone wrong. However, moving from Unix to Windows I figured it was time to bight the bullet and go GUI!

I am not sure why, but when I shut down one of our databases, EM was showing it as being up! I wanted to test out why it was seeing this so tried connecting. I got a message from the Listener that the database was unknown. This is confusing the stuffing out of me because it doesn't make any sense.
