OEM 11g upgrade questions

I'm looking to upgrade to OEM 11g and have a couple of questions. 

According to the instructions you can upgrade from 10.2.0.4/10.2.0.5 to 11g...the question is where does web logic show up in the upgrade...or does it? 

With a new installation of 11g, web logic is a pre-req.  So is there a difference in upgrade/install paths reqarding web logic?
