Review of data stored for Lease Management. What is OKL_STRM_ELEMENTS_H used for?

I'm are currently reviewing the amount of data we have stored for our 11.5.10 implementation of Lease Management.  What I've found is a large amount of data in the OKL_STRM_ELEMENTS and OKL_STRM_ELEMENTS_H tables.
I can understand why we have a lot of stream elements (current and history) in OKL_STRM_ELEMENTS but I don't understand why a lot of data in being stored in OKL_STRM_ELEMENTS_H.  For what I can see the data is inserted but I can't find any jobs that actually use the data which makes it kind of pointless.

Does anyone know why it is there and what it is used for?  Is it something that can be purged?
