jtf_terr_lookup_pub.get_winners not returning winner based on organization set. Please advice as to

 jtf_terr_lookup_pub.get_winners not returning winner based on organization set. Please advice as to whether it is possible to acheive winning sales person based on organization.

We are trying to acheive winning sales person based on the territory setup and based on the organization(warehouse) on sales order form(others tab).

Problem:  jtf_terr_lookup_pub.get_winners is getting called when ever i change the warehouse using Defaulting rules. But the API is not returning values based on the organization.

We are able to default the sales rep by using different qualifiers when customer is selected or modified on sales order form.
