Order can not be booked for a new child organization

Hi,

I get the following messages while booking an order

Unexpected Error: Error in Routine WSH_DELIVERY_DETAILS_PKG.CREATE_DELIVERY_DETAILS,  Oracle Error - 100
ORA-01403: no data found

Error: Failed to import the order line because Create_Delivery_Details failed.

Error: Failed to import the order line because Create_Delivery_Details failed.

Workflow activity Ship has failed. Please fix the errors and retry the activity from the Order Form or the Workflow Monitor.
Order has been booked.

Rlease 12.1.1

WMS is disabled for the org

Note ID 740814.1] has already been referred
