IB Creation fails to create STD Warr and Service Contract - R12

Hello,
When creating an IB record via the csi_item_instance_pub.create_item_instance API, STD Warranty and Service Contracts are failing to create.  We recently upgraded from 11.5.8 to 12.1.2.  We did not see this with our code in 11i.  I have confirmed that the STD Warranty gets created properly when the instance is created via the application.  I was wondering if anyone else has come across this?
