Seperation of duties

 Runnig 11g R2 RAC I need to have one user (grid) who owns and maintains, and run the grid software.  Another user (oracle) who owns and maintains the Database server software, and a third users (dbown) who creates, and owns the databases themselves.  The problem I have is that the dbown user cannot create resources for the cluster.    I am assuming that there is something I would need to add to the OCR to allow this user to create resources.

Does anyone know what setting I need to add to allow the dbown user to create a listener, and database resources?
