US PAY: Incorrect FIT after 3Q2010 and YE Phase I

After applying 3Q2010 and YE Phase I with the upgrade to Vertex 2.9.8 on an instance with RUP5, the FIT is no longer calculating according to IRS Publication 15 (Circular E). When we tested the calculation with just RUP5, the results were still correct. It only after the combined 3Q2010 and YE Phase I with Vertex 2.9.8 is applied that the calculations change. The calculation amounts are anywhere from $4 - $8 less than the amount calculated using Publication 15. Has anyone else found this issue and a resolution?
