Blocking cost

 Hi

We would like to Enable and disable the Cost Field in the Purchase order .We would like to restrict the enduser from entering the cost based on the Flag tagged with the Supplier Item combination. Is there any option to restrict the Cost field based on the Supplier & Item Link.
