What does "SEVERE NOTIFICATION DBMS JOB ERROR: Notification dbms job is down" mean?

I have the critical alert of "SEVERE NOTIFICATION DBMS JOB ERROR: Notification dbms job is down".  I have no idea what it means or what do to about it.

Is anyone familiar with it?
