Pricelist not defaulting when attached to customer bill_to address

 Hi,

I have created a customer pricelist and attached to the customer bill_to address. In the standard sales order form, the defaulting rules for pricelist checks for Agreements -> Ship_to -> Bill_to. 

Since the pricelist is attached at customer bill_to level, the sales order form doesn't default the customer associated pricelist. It's defaulting a default pricelist. When the pricelist is attached to customer ship_to address, the sales order form defaults to the customer pricelist.

Basically, it's not defaulting the pricelist when customer pricelist is attached to the customer bill_to address. Any reasons ?
