Error on SYS.DBMS_ALERT

Hello all,
on a production environment using the Oracle 10G (10.2.0.1.0) database we get the following error when using the SYS.DBMS_ALERT information.

ORA-20000: ORU-10001: lock request error, status: 2
ORA-06512: at "SYS.DBMS_ALERT", line 401

Unfortunately I could not find any helpful information when searching the internet and searching the support community didn't give me any results on this error. 

Any help is appreciated.
