Significance of HR: Security Profile in setting up Projects

 We are on 11.5.10.2 and going to setup Projects for an existing Brazil Operating Unit.  However, this operating unit is not setup in Oracle HRMS.  Do we still need to setup a default for the HR: Security Profile?
