How To Return a Pre-Approved Requisition

Our Oracle EBS is on version 11.5.10.2.  We have some requisitions that have a status of pre-approved that we need to return to the preparer.  But when we look at them in the Autocreate form the menu option Tools->Return Requisition is greyed out.  How can we return them?
