Windows 32 bits and Database

I have windows 32 bits, 4G (physical memory) RAM, Oracle 9i Database
assuming that the operating system consumes 20% (800MB)
so my question is, assuming that I need to do I can give the rest of the memory to the SGA + PGA 3.2?
because I've also read that even with 4G (Windows 32-bit), you can only address 2G, right?
