Reserving Inventory

in JDEdwards World (MOSC)
We have a need to reserve inventory for customers that are not ready to place real orders. We receive customer forecasts for quantities but not a hard purchase order.  How are other customers dealing with reserving inventory not knowing what quantities that will be on the real order or how often they will be ordering?
