Utility or method to move the enterprise components and parameters to the upgraded environment

I'm evaluating an upgrade from Siebel 7.7 to Siebel 8.1. I've noticed that all Siebel Servers must be reinstalled as part of the upgrade process.
Is there an utility or method that allows to move the enterprise components and parameters to the new Siebel Servers 8.1?
