One-Step SEA > SIA repository upgrades

In the KM document, "Siebel CRM 8.1.1 Statement of Direction / Planned Features (Doc ID 549362.1)" we link to another technical paper, "Technical Upgrade Guidance SEA->SIA migration".
In that technical paper, it discusses one-step upgrades:

One-Step Upgrade
To aid and encourage existing SEA customers to move to the SIA repository, Oracle is currently building a one-step upgrade path from 7.8 and 8.0 SEA repositories to the 8.1.1 SIA repository. The following paths are planned to be supported in 2010:

7.8 SEA -> 8.1.1 SIA
8.0 SEA -> 8.1.1 SIA

Does anybody know the ETA for the One Step Upgrade availability?
