Express Receive Error

Hello All,
I am trying to receive in iProcurement. I am getting an error at the top that reads:
"Receipts cannot be created for the selected items because of one of the following reasons:
- Transaction could not be completed successfully. Please contact the system administrator for assistance.


1.) Where can I find more information on what is causing the "transaction" to not complete.
2.) Anyone seen this error before?
