Shutdown Immediate on Primary cuases Failover

Hi:

 We've 10.2.0.4 standby dataguard with fast start failover, observer configuration.  A shutdown immediate on primary causes failover to standby.  Wanted to know if this is normal behaviour or do I need to do something to avoid this.
