Does Transaction controls by default not allow Capitalizable cost ?

Transaction controls form (on project level) by default have one record: with one filled field Capitalizable - No (exp category, exp type, employeer are empty).

I try to set up this record to - 'Task level' and receive an error - Some required fields have not been entered.

Of cause, I can enter exp type and save record, but this is inconvenient (you need enter line for every exp type).

Is this a bug or a feature?

Now we use Release 12.1.3

Before expenditures were capitalizable by default. Now they are not capitalizable.
