Business Case for Serial # control at PO Receipt versus Sales Order Issue.

Hi, I did not find the inventory discussion forum ,so please assign this discussion to appropriate forum.

I understand that the Serial number control can be either at PO receipt or at sales order issue.
I just wanted to know what kind of business would use one over the other and why.
