DbConsole windows service does not start automatically at windows startup

  Hello,
 
We have installed Oracle 11g R2  on Windows Server. We have created 4 databases (DB1, DB2, DB3 and DB4.) with their respective Enterprise Manager controls (DBCONSOLE1, DBCONSOLE2, DBCONSOLE3 and DBCONSOLE4). The windows service created for each of these databases and DbConsoles. All these windows service's Startup Type is set to 'Automatic'. When we reboot the host machine, the database services for DB1, DB2, DB3 and DB4 starts successfully. But all the DbConsole services fails. We wait for few minutes then try manually to start these DbConsole services then they starts successfully. 
 
Can some please guide us to resolve this issue?
