Oracle Financials Implementation in CHina

All,

We have an opportunity for implementing Oracle Financials in a service industriy in China. The Oracle Financials solution is already hosted in a country in Europe.
Is there any legal requirement for Oracle Financials solution to be installed in China or the client can  directly access the solution via secure internet connection.

Would appreciate an early response from anyone who has experience of implementing any ERP or Financial Accounting solution in China
