R12 Upgrade - Menus have come with GRANT checked OFF

 Hi, with R12 upgrade the menus are migrated, however for some of the menus the GRANT checkbox is OFF.

Any cluse why some of the menus came with grant OFF? If I turn on the check box, the application works fine; Need to understand why this happened for some of the menus.
