Blanket PO Control action

I have a approved blanket agreement with two lines. I 'closed' one of the line (PO Summary --> Tools --> Control). I see the closure status as 'Closed' for the line. Still I can create a release against it as well as go through the workflow and gets approved. How? When I requesry the Balnket agreement line the closure status again turn into 'open' why?  Any Idea?
