Purchasing Minimum And Max

Hi , I am running a scenario in which i have to restrict the Buyer to buy the minimum quantity of item from the Supplier , If the the Quantity is less than the minimum quantity then the PO should not be approved .
Which functionality in Oracle will use to implement it.
How will I restrict the buyer to purchase to minimum quantity given by the Supplier if less then the PO should not be approved.
