Loaded Distance is Zero

I have some Buy Shipments that show a loaded distance of zero.  The buy shipment has a Rate Offering/Record and in the Stops tab there is mileage in Distance from Previous Stop.  If I unassign the shipment and re-plan the loaded distance is populated.  What causes the loaded distance to be zero in the first place?
