ORACLE INSTALLER CHECKS FOR THE FOLLOWING OS PATCHES; PHSS_33277, PHSS_33278, PHSS_33279

When installing Oracle Reports 10.1.2.0.2 on HP-UX Itanium, the Oracle installer advises that the following mandatory patches are missing from the operating system:
PHSS_33278
PHSS_33277
PHSS_33279
All are patches for C++ ANSI Compiler.

On the other hand, Oracle® Business Intelligence Installation Guide
10g Release 2 (10.1.2) for hp-ux Itanium

3 Detailed Reports Services Requirements

specifies that "The following patches are required if ANSI C and C++ are installed on the system..."

Trying to clarify I found no information about ANSI C and C++ compiler, specific to Reports installation. Does Reports actually require this compiler or it is optional. Facts I have found mentioned are:
