OEM Rebuilt Fails with Failed to unlock mgmt_view account and Failed to unlock all EM-related accoun

 Hello,

I am encountering problems when I try to rebuild OEM on a windows 10g server.  The o/s is 2003 32-bit and Oracle was upgraded to 10.2.0.4 patch 29 in August at which time the OEM was rebuilt successfully. 

I used the emca -deconfig command to remove the existing services, confirmed that the 2 folders under the home directory for oem were deleted and ran the emca config command as I have many times on many servers in the past.

In the emca log, I found these statements and errors.
