Require re-approval on the BPA / GPA

If there are 100 lines in the GPA/BPA, change in one line will lead to "Require Approval" status for all the lines. The auto-create not able to create releases against BPA in "Require Reapproval" status. This is impacting requisition from planning. Is there any way to create requisitions with the previous approved price and later do the retro-active price update.
