Creating a single asset through mass additions for multiple lines in AP distribution

I want to know why the merge form behaves differently in different instances

In 11i when you click on Merge a new window opens and it displays all other lines which are in NEW status;

In R12 in one instance when you click on Merge a new window opens but displays nothing; from View – Find all it brings all other lines which are in NEW status; 

 In R12 another version instance when you click on Merge a new window opens but displays nothing; in the lines F11 and enter partial value for any fields (queue / Invoice number etc.,)

  

  

Why it is happenning in that way?
