Updated Labor to be Non-Billable in Expenditure Inquiry. Labor updates successfully to non-billable,

Using R 12.06.I updated a billable labor cost to be non billable using Expenditure Inquiry. After generating labor and burdening procesesses labor is updated to non billable sucessfully but  summarized burdens remain billable.  How can I update the burdens to be non-billable?

My end user biller tells me that the he has always used this method when someone had forgotten to update a Task to be non-billable.
