external tables

My database version is 10.2.0.4 running on Solaris.
I want to access the data from a csv file which resides in Windows through an external table from the database.

Is it possible? If yes please provide the steps and if not suggest some alternate solution so that the data in windows can be accessed in the database residing in unix server
