Cancel and Delete Budget in Channel Revenue Management

 A duplicate budget / program was created and so one needs to be cancelled / deleted.  No offer is related to the duplicated budget/program.  When you try to change the status to Cancelled you receive an Error Cannot close/cancel the budget because it has commited amount greater than the avaliable fund.  What do we need to due in order to cancel.  What step are we missing.  Thanks
