Autogenerate Sequential ID

 I'm new to Web Services, and I had read that you need them to autogenerate a sequential ID. I need in the Services record, when I create a new Service, to generate an ID starting with 0001; and to increment one by one when new services are created.

Could you explain me a tutorial or steps on how to create the web service for this.
