Database Install/Upgrade/Opatch (MOSC)

I applied 11.1.0.7 patch set on to 11.1.0.6 oracle home (windows XP), then I first try to connect as sysdba to startup ASM instance (same oracle home)), i get ora-12560 error.

I issue set ORACLE_HOME=c:\oracle_home, and set Oracle_SID=dbsid, and still not luck.

please advice. and thanks in advance
