Problem in using Oracle 10g middleware requestng arabic data from oracle 9i release 2

 Hello; I have a problem to display arabic charcters in forms10g when using 10g middleware and requesting data from 9i release 2 , the arabic characters are displayed as ?????.
I've tried to make an import to a 10g database but it still the same way to display arabic characters as ????? after importing, i also tried all the combination to set the NLS_LANG as ARABIC_ALGERIA in both database and middleware but the problem perssist.
Any solution for that is welcome.
