[10.2.0.4] Spatial required ?

Hi, One of our softwares uses the following objects :
SDO_GEOMETRY
SDO_FILTER
SDO_ORDINATE_ARRAY

The following link http://download.oracle.com/docs/html/B10826_01/sdo_locator.htm shows that first two objects are included in Locator (Spatial not required).
What about SDO_ORDINATE_ARRAY, is it included in Locator ?

What could be a way to determine if Spatial is needed ( except the way given in above link)?
