VERTEX: R12.1.3 upgrade from R11.5.10 Payroll

When we upgrade R11.5.10 to R12.1.3 upgrade, we found that it requires reapplication of quarterly payroll patches, Vertex/Quantum updates, although R11.5.10 had these patches and updates.  It appears that directory structure changes in R12 requires this step.

I'd like to know if this is a normal process for R12 payroll upgrade from R11.
