ORA-12157: TNS:internal network communication error

My app team has just rehosted their client node to another server and is now hitting ora-12157 error intermittently. The version of the client has not changed (10.2.0.3) and there have not been any changes done in the db level (also 10.2.0.3). I am not seeing any error in alert.log file.  I have found some articles on the metalink suggesting that adapters may not be installed correctly, but this does not seem to be the case - I don't get any errors when I dun $ORACLE_HOME/bin/adapters command. When I run adapters oracle I am getting an error message
