Setup Organization Locations

We are on version 11.5.10 core Purchasing.  Some of our setup in Organization Locations were setup incorrectly and trying to correct them but failed to do so.  Somehow they are protected when I tried to make the change by unchecking the flag.  Does anyone knows how to handle this?
