How do I restore a Hyperion Planning System 9 file saved with Level-0 data?

 I have a file created with the command, "Export database FsPlan.Capex Level0 data to data_file'D;\Hyperion\Backup\Files\FsPlanCapex.Exp".

The resulting file is not a flat file.  There are multiple formats in the file.  If a Rule File can be defined with multiple formats, I do not know how. I believe this precludes my using "Load Data" from EAS.

How do I restore the file?
