Problem installing existing user on newly refreshed instance

Hi, We just refreshed a test instance from production.  I have attempted to install the mobile client for a particular user.  I changed their password and accessed the Oracle Applications successfully using the new password.  When I attempted to install and used to password, I got the error "Invalid User Name/Password".  I checked the asg_user table, and the user is there and enabled = 'Y'.  I tried a different user with the same result.  Could there be a problem with the refresh?
