Do Actual Cost Work Orders (02 or 09) Require a Parts List to be Entered Prior to Completion?

 I have a scenario where I don't receive any IM journals when I don't put parts on the work order parts list prior to work order completion for my actual costed work orders.  Has anyone else come across this?
