Planned value problem

Hi there, my name is emanuele (in advance i say sorry for my english)

i managing a planning whith following setting :

- Fixed duration and Units with  Physical percentage complete

- Earned value calculated on actual plan

- Baseline planning is a copy with different budget manhour

- planning is periodic actualize by earned mh and actual mh

and i have some problem with planned value when i use earned calculation on actual plan and estimate to complete value in case i use baseline for calculation of earned value, in the 1st case i have good value for the estimate to complete, in the 2nd case i have good planned value.
