Deference between "start blackout" and "start partial blackout"

 Hi all, I've been researching on this subject and I have not found anything. Could someone tell me what is the difference between a following blackout states:

In MGMT$BLACKOUTS view , the column STATUS allows (among others) the following values:

2: Start Partial

4: Started

7: Stop Partial

10: Stopped

12: Partial Blackout


I don´t know the meaning of partial word in the blackout state.
