How to prevent lines from being split at Shipping

We are looking to prevent lines from being split at Shipping (during the Launch Pick Release step).

Scenario 1:

Ordered qty = 20

Available in stock =10

Delivery created for the Sales Orders

What we want : we want to enforce that the 20 items are picked and shipped at the same time

Any ideas?
